Compliance requirements

The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, procurists or other authorised representatives have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences or other exclusion grounds listed in the ESPD, or that any exclusion period has already expired. If an exclusion ground applies, the bidder may submit self-cleaning evidence where permitted. Sanctions-related declarations are also required: the supplied goods must not be subject to international sanctions or originate from sanctioned regions; more than 50% of the ownership must not belong directly or indirectly to citizens or residents of the Russian Federation or to entities established in Russia; and the bidder must not act under their instructions or represent them. If necessary, information on beneficial owners, owners, subcontractors and suppliers must be provided.

Qualification criteria and exclusion grounds

The bidder’s net turnover for each of the last 3 financial years must be at least EUR 100,000. Turnover data must be provided by year in the ESPD. At least one person involved in contract performance must have previously participated in at least one fisheries-related development project; the person’s name and experience must be provided no later than before contract signature, and may be submitted with the bid. The bid must include a service description or other information showing compliance with the technical specification. The bid must remain valid for at least 3 months from the submission deadline. If the bid is submitted by an authorised representative or by joint bidders, the relevant power of attorney must be provided; in the case of a joint bid, the ESPD must be submitted for all bidders. The bidder must confirm that all conditions set out in the contract notice and tender documents are accepted and that the offered service fully complies with them.
