Compliance requirements
The exclusion grounds include, at minimum, final convictions within the last five years for participation in a criminal organisation, corruption, fraud and other offences listed in the ESPD. The bidder, or members of its management, administrative or supervisory body, procurators or other persons authorised to represent or control the bidder, must not have such convictions if the exclusion period is still in force. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not include the precise exclusion grounds in full; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must form a team for performance of the contract. The team members must personally take part in performing the contract and, together, must meet all of the following requirements: at least one team member must have experience of carrying out at least one non-invasive DNA-based study within the 60 months preceding the start of the procurement; the team must include a responsible person with a doctoral degree or an equivalent higher education qualification in biology. The bidder must submit a description of the team and the division of tasks, and must provide copies of documents proving the team members’ education. The bidder must also confirm that the team with the required experience and education will be available throughout the contract period.
