Compliance requirements

The bidder must confirm that neither it nor the members of its management body have been convicted within the last five years for participation in a criminal organisation, corruption, fraud or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures, where permitted. The machine-readable notice did not set out all exclusion grounds in full; they must be checked in the procurement documents.

Qualification criteria and exclusion grounds

The bidder must form at least a three-person team, but four roles are actually required: project manager, strategic planning expert, analyst and expert. The project manager must have experience in at least two similar analytical projects during the last 60 months. The strategic planning expert must have experience in at least two similar analytical projects during the last 60 months. The analyst must have at least a master's degree or equivalent higher education in economics, natural sciences or engineering and experience in at least two similar analytical projects using statistical and qualitative methods during the last 60 months. The expert must have at least a master's degree or equivalent higher education in natural sciences or engineering and experience in preparing at least two equivalent analyses during the last 60 months. The project manager may also act as the strategic planning expert if they meet both sets of requirements. The bidder must submit team member details on the contracting authority's form, and the contracting authority will verify compliance based on CVs. The tender must include a description of the technical solution that complies with the conditions set out in the technical specification and evaluation methodology. The bidder must confirm that the tender complies with all tender document requirements, submit the tender price in the required structure, and use the team members named in the tender for contract performance, or specialists with at least equivalent experience subject to the contracting authority's consent. Subcontractors and suppliers may be used only from countries referred to in section 3(2) of the Public Procurement Act.
