Compliance requirements

The machine-readable notice included a country-of-origin exclusion rule: the contracting authority excludes tenderers originating from third countries. Tenderers must state their country of origin, meaning the country where the company is registered. The notice says that third countries are those that are not EU Member States, EEA countries, parties to the WTO Government Procurement Agreement, or countries with a reciprocal EU free trade agreement covering public procurement. Qualification criteria and exclusion grounds

The tenderer’s annual sales revenue must be at least EUR 250,000 for each of the last three completed financial years. For tenderers established outside Estonia, the contracting authority may request signed financial statements or equivalent documents as proof. The tenderer must provide sales revenue figures for 2025, 2024 and 2023. The tenderer must have delivered at least two electric hot-dip galvanizing baths to customers within the 48 months before publication of the contract notice. For each reference, the tenderer must provide the customer’s name and contact details, a short description of the delivered device, and the date of acceptance of the works by month and year. The tenderer must also submit Annex 1, Technical Requirements, and the relevant technical specifications. If this is a joint tender, an authorised representative must be appointed and a power of attorney from the joint tenderers must be attached. The tenderer must confirm acceptance of the tender conditions, the required price structure, equivalence rules where applicable, payment terms, contractual penalty provisions, the response time and onsite support terms for technical issues, and a warranty period of at least 12 months. The warranty must remain valid without a separate service agreement, must not depend on the number of shifts or operating hours, and must be included in the total tender price.
