The contracting authority excludes bidders from third countries, meaning countries that are not EU Member States, EEA countries, WTO GPA parties, or countries with a reciprocal EU public procurement agreement. The bidder must state its country of origin, meaning the country where the company is registered. Bidders with outstanding tax arrears are excluded, unless the arrears have been deferred or scheduled for payment. Bidders established outside Estonia must provide evidence of no outstanding tax liabilities if requested.

The bidder must have delivered at least one vegetable, preferably cabbage, shredding machine to a customer within the 36 months before the procurement notice was published. The bidder must provide the customer’s name and contact details, a short description of the delivered device, and the month and year of acceptance. The bidder must also submit a valid ISO 9001 quality management certificate or an equivalent certificate, and a valid ISO 14001 environmental management certificate or an equivalent certificate.
