Compliance requirements
The bidder must confirm the standard exclusion grounds, especially that neither the bidder nor its management, administrative or supervisory body members, nor persons authorised to represent, decide for or control the bidder, have been finally convicted in the last five years for offences such as participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering, child labour or human trafficking, or other grounds listed in the tender documents. If an exclusion ground applies, the bidder may need to explain self-cleaning measures and provide supporting evidence. Qualification criteria and exclusion grounds

However, the compliance conditions require the bid to match the tender documents, to be submitted in the required structure, and to include the bid form and additional materials. Product samples must be submitted for all lots. The offered products must have a CE mark, and the bidder must have the right to represent and sell the offered products in Estonia, evidenced by a document from the manufacturer or, where applicable, the manufacturer’s authorised representative, or a copy of that document. In the case of a joint bid, a power of attorney from the joint bidders must be attached. If equivalence is relied on, the bidder must explain it where necessary and provide supporting evidence.
