Owner’s supervision services for the reconstruction works of sections of the district heating pipeline in Narva

The contracting authority will exclude a bidder or applicant if any of the exclusion grounds under Section 95(1), points 1–5 of the Public Procurement Act apply: convictions for participation in a criminal organisation, corruption, fraud, terrorist offences or related offences, money laundering or terrorist financing; convictions for enabling illegal employment of a foreign national or violating conditions for employing a foreign national in Estonia, including paying less than the statutory wage; convictions for illegal use of child labour or human trafficking; tax, environmental charge, or social security contribution arrears; or a conflict with an international or Government of the Republic sanction. The bidder must confirm that none of these grounds apply.

The bidder must be entered in the commercial register of its country of establishment if this is required by the laws of that country. An Estonian bidder does not need to submit a register extract, but a foreign bidder must provide a copy of the document proving registration. The bidder or its subcontractor must have performed at least 1 similar contract within the 36 months before the start of the procurement, related to supervision services for the construction and/or reconstruction of district heating pipelines. Form 2, the list of contracts, must be submitted with information on contract value, dates and the other contracting parties. The bidder and/or its subcontractor must have a qualified responsible person for the works: a supervision specialist with at least the professional qualification of “Certified Thermal Energy Engineer, level 7”, specialising in “District heating and cooling systems” or “Heating equipment and systems”, with the selectable competence “Owner’s supervision” (equivalent or better). Copies of documents proving the person’s qualification and competence must be submitted. A foreign bidder may submit equivalent documents issued under the laws of its country of establishment and must provide a confirmation that, within one month after signing the contract, it will submit the confirmation issued by the Consumer Protection and Technical Regulatory Authority regarding the above-mentioned responsible person’s qualification and competence.
