Qualification criteria and exclusion grounds
The bidder must involve a specialist who will personally participate in performing the contract and who is a certified water supply and sewerage engineer, level 8 or equivalent, with specialisation/competence in designing external water supply and sewerage systems. If the qualification was obtained abroad, a certificate from the competent authority confirming recognition of the foreign qualification must be submitted. Within the 60 months preceding the publication date of the contract notice, the bidder must have properly performed at least 2 contracts in the field of designing large-diameter pressure pipelines from DN500 upwards, at least at preliminary design stage. The bidder must provide the contract dates, contract value, a short description of the work performed, and the other party’s details; in the case of a public procurement, also the reference number. The contracting authority may request proof of proper performance. The tender must be submitted in the structure required by the procurement documents, in euros, excluding VAT, accurate to two decimal places. Conditional tenders are not allowed. The bidder must confirm that the tender complies with the procurement documents, explain equivalence where necessary, and attach the relevant evidence. The bidder must indicate any trade secrets in the tender and justify that designation; the tender price and other numerical indicators used for evaluation may not be marked as trade secrets.
