Compliance requirements
The bidder must confirm that neither it nor its representatives have been finally convicted in the last five years for participation in a criminal organisation, corruption, fraud, or any other exclusion ground listed in the ESPD. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where this is allowed. The bidder must also confirm that neither it nor persons acting on its behalf have committed corrupt acts in this procurement procedure or offered, promised, given or approved any improper advantage. The machine-readable notice did not include any other precise exclusion grounds; these must be checked in the procurement documents.
Qualification criteria and exclusion grounds
The bidder’s specialist must have a higher education qualification and at least 5 years of work experience in counselling or training in the psychology or social field. The specialists must be able to speak Estonian, Russian and English at a level that allows the service to be delivered properly. The bidder must submit copies of the specialists’ education certificates and CVs, as well as confirmation of language skills. The bidder must have suitable premises for delivering the service in Tallinn, in a location that is easily accessible by public transport, and must provide the address of the service location and confirmation that the premises meet the requirements. The bid must comply with the conditions set out in the procurement documents, and conditional bids are not permitted. If the bidder offers equivalent solutions or evidence, these must be submitted with the bid.
