Compliance requirements
The machine-readable notice includes standard exclusion grounds such as participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour and other forms of human trafficking, fraud, and terrorist offences. If any exclusion ground applies, the bidder may be able to provide evidence of self-cleaning, but the exact conditions must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have properly completed at least 2 construction contracts for the development of a publicly accessible park, town square or playground within the last 60 months. At least one of those contracts must also have included water and sewerage works, either as the main contractor or as a subcontractor. These works must have been accepted by the client before the contract notice was published. In the ESPD, the bidder must provide a list of those contracts with a short description, completion dates, the client representative’s contact details and the public procurement reference number, if available. The contracting authority may also request confirmation from the client that the works were carried out properly. The compliance requirements also require a technical description, picture or drawing, product name and manufacturer reference for each offered product, as well as the bid price in the required structure. All offered products must comply with the technical specification, and the bid may not contain negative values or any unfilled mandatory fields in the required forms or documents.
