Compliance requirements
The bidder must confirm the mandatory exclusion grounds listed in the tender documents, including criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour and other forms of human trafficking, and terrorist offences. If an exclusion ground applies, the bidder may need to explain any self-cleaning measures and provide supporting evidence. The machine-readable notice did not include the full list of exclusion grounds, so the official tender documents must be checked.
Qualification criteria and exclusion grounds
The bidder must be registered in the relevant professional register, and a bidder registered in Estonia must have a business notice for construction and maintenance of public roads in the Estonian Register of Economic Activities. The bidder’s average net turnover in road construction over the last three financial years must be at least EUR 300,000. Over the last five years, the bidder must have three properly performed surface dressing contracts with a total value of at least EUR 250,000 excluding VAT. The tender must confirm compliance with the tender documents and include unit prices. If the right of representation is not visible in the register, a power of attorney must be attached; in a joint tender, the joint bidders’ power of attorney must be attached. The machine-readable notice did not include any other precise qualification or compliance requirements; these must be checked in the tender documents.
