Compliance requirements
The machine-readable notice includes the standard exclusion grounds for criminal convictions, corruption, money laundering or terrorist financing, child labour and other forms of trafficking, participation in a criminal organisation, terrorist offences, fraud and related grounds. The bidder or its managers, representatives or supervisory board members must confirm whether any such final conviction exists within the last five years or whether the exclusion period still applies. Where allowed, the bidder may also submit evidence of self-cleaning. The exact exclusion grounds and any additional confirmations must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must have an average annual turnover of at least EUR 7,000,000 for the period 1 January 2023 to 31 December 2025. The bidder must also prove prior experience from the last 60 calendar months: at least one completed project where it designed and built a social building or similar building with a closed net area of at least 1,000 m2. The documents say that design and construction do not have to be under the same contract. Similar buildings may include kindergartens, school buildings, social buildings and public buildings; buildings with object code 11220 or equivalent are also accepted. The bidder must provide an overview in the tender passport and contact details of previous clients, and if the reference is from outside Estonia, a confirmation or proof must be added showing that the work met the required content, volume, period and quality.
