Compliance requirements

The bidder must confirm the standard exclusion grounds, including no final conviction in the last five years for participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour or other forms of human trafficking, fraud, and terrorist offences or offences linked to terrorist activity. Qualification criteria and exclusion grounds

The bidder must prove that its average annual turnover for the period 01/01/2023–31/12/2025 is at least EUR 7,000,000. As a previous-experience requirement, the bidder must have designed and built at least one social building or equivalent building with a closed net floor area of at least 1,000 m2 during the last 60 calendar months. Equivalent objects include, for example, kindergartens, school buildings, social buildings and public buildings, and the contracting authority also accepts buildings with object code 11220 or equivalent. A summary and the previous client’s contact details must be provided for the reference; for work carried out outside Estonia, a proof or confirmation letter must be added showing the content, scope, timing and proper performance of the work. The tender must include a work schedule covering design, expert review, construction works and the processing of the occupancy permit documentation, taking into account 15 calendar months for construction works and 1 calendar month for occupancy permit documentation processing. The tender guarantee must be up to 1% of the estimated contract value, but not less than EUR 35,000, and must remain valid for the same period as the tender. The tender must comply with the procurement documents; conditional tenders are not allowed; where necessary, equivalence must be explained and evidence added.
