Compliance requirements
The bidder must confirm that neither the bidder nor a joint bidder is subject to the statutory exclusion grounds, including bankruptcy, liquidation or suspension of business, tax debts and other grounds listed in the tender documents. It must also be confirmed that the average wage of employees has been above 70% of the average wage in the relevant sector and that the bidder is not linked to the contracting authority’s technical consultant.
Qualification criteria and exclusion grounds
The bidder must be registered for construction activities with the relevant activity types: general construction, indoor climate systems, and internal or associated water supply or sewerage systems. For electrical works, a registration for electrical works covering the construction, including installation, of an electrical installation is also required. The registration requirement does not apply to a foreign bidder, but equivalent proof of competence must be provided.
The bidder’s net turnover for the financial year preceding the submission of the tender must be at least equal to twice the estimated contract value excluding VAT. When submitting the tender, the bidder must confirm that by the time the contract is signed, or within 10 calendar days after signature, it can provide a construction-period security amounting to 5% of the contract value; the security must remain valid throughout the construction period. Joint bidders may satisfy this requirement together.
Within the last 60 months, the bidder must have carried out at least one equivalent construction project as the main contractor, with a value of at least half of the estimated contract value. The equivalent work must include construction or reconstruction of the building’s load-bearing and external envelope structures, forced ventilation with heat recovery, and a new heating system and water and sewerage system. Completion must be evidenced by a handover-acceptance certificate or by building register data.
The team must include a project manager, site manager, ventilation and heating systems specialist, water supply and sewerage systems specialist, and a person performing electrical works. The required professional qualifications or equivalent competence must be shown, and the names and certificate numbers of the specialists must be provided. If non-employees are used as team members, their written consent to participate must be attached.
The bidder must have a quality management system in the construction sector compliant with EVS-EN ISO 9001 and an environmental management system compliant with EVS-EN ISO 14001, or equivalent documents. The tender must be submitted on the tender form from the procurement documents, and conditional tenders are not allowed. In the case of a joint tender, a power of attorney must be attached and each joint bidder’s share and responsibility must be stated.
