The bidder must confirm that none of the mandatory exclusion grounds apply: no convictions for organised crime, corruption, fraud, terrorism-related offences, money laundering or terrorist financing; no conviction for unlawful employment of a foreign national or for enabling breach of foreign workers’ employment conditions, including payment below the statutory wage; no conviction for illegal use of child labour or human trafficking; and no tax, fee, environmental charge, social security or similar debt under the applicable rules.
