If an exclusion ground applies, the bidder may be able to provide evidence of self-cleaning. Qualification criteria and exclusion grounds
The bidder must comply with the exclusion and qualification-related requirements in the ESPD. The machine-readable notice clearly set out mainly exclusion grounds, including participation in a criminal organisation, corruption, fraud and other similar criminal grounds. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures to restore reliability. No precise qualification, financial, experience or team requirements were included in the machine-readable notice; these must be checked in the tender documents. The bid must also include the required technical specification form, manufacturer information material and, if applicable, proof of representation rights in Estonia.
