Compliance requirements
The bidder must confirm the mandatory exclusion grounds, including participation in a criminal organisation, corruption and fraud. If any exclusion ground applies, the bidder may provide evidence of self-cleaning measures. The notice also states that companies established in the Russian Federation or the Republic of Belarus are not allowed to participate, and this also applies to any entity whose qualification the bidder relies on.
Qualification criteria and exclusion grounds
The bidder must show a net turnover of at least EUR 50,000 in each of the last two completed financial years; according to the notice, the 2025 and 2024 financial years must be reported. The bidder must also prove at least one similar contract performed within the 36 months before the publication date of the contract notice. A similar contract means the sale of pellets or wood chips with transport, and the contract value must exceed EUR 20,000. The bid must also include a document proving that the pellets comply with standard EVS-EN ISO 17225-2:2021 or an equivalent document, and an FSC, PEFC or other equivalent certificate or another document proving the legality of the supply chain. In the case of a joint bid, a power of attorney and a statement on joint and several liability must be submitted. The bid must comply with all requirements set out in the procurement documents, and Form 2 and Form 3 must be submitted; if applicable, Form 8 or a statement that no joint bid is being submitted must also be provided.
