Compliance requirements

The bidder must confirm that there are no exclusion grounds. The buyer will exclude a bidder who has tax, fee or environmental charge arrears under the law of the country of establishment, or arrears of tax or social security contributions under that country's legislation. Cross-border bidders must provide a copy of the business register extract showing the bidder's registration number and list of legal representatives, and a copy of a certificate proving the absence of tax arrears. The attached documents must be in English.

Qualification criteria and exclusion grounds

The bidder must have, during the last three financial years (2023–2025), at least two properly performed motor fuel sales contracts with a value exceeding EUR 50,000 excluding VAT. At least one of those contracts must have involved diesel fuel with an HVO additive. Form 2 must be submitted with a list of the motor fuel sales contracts performed during the three-year period, including the subject of each contract, its value, signing dates and information about the other contracting party. The bidder's net turnover from motor fuel sales for the last three financial years (2023, 2024 and 2025) must total at least EUR 450,000, and in each financial year it must be at least EUR 150,000. Form 3 must be submitted for this. The tender must include the application to participate in the competition on Form 1. If the bid is submitted as a joint bid, a power of attorney for the joint bidders must be included. The offered diesel fuel must comply with standard EVS-EN 590:2013+A1:2017, including Climate Class 1 requirements, and the bidder must provide a fuel certificate and a declaration of compliance. The bid price must be submitted on Form 4 and in the total bid price document titled “Evaluation criteria and evaluated indicators”. If subcontractors are involved, Form 5 must be submitted with the required details.
