Compliance requirements

Qualification criteria and exclusion grounds
The bidder must submit the ESPD and all confirmations required in the tender documents. The machine-readable notice did not include precise qualification or suitability criteria; these must be checked in the tender documents. The selected documents show that the site manager, or project manager, must be a competent person within the meaning of the Building Code section 23, personally involved in contract performance and responsible for managing, coordinating and supervising the works. The site manager may be replaced only by an equivalent specialist approved in advance by the contracting authority. The bid must include Form 4, the bid price table, and the bid sheet must be completed in the required structure. The bid must comply with all conditions described in the tender documents and must state the make and model of the lift to be installed. To submit a bid, the bidder must have inspected the site in person before submission and signed the site inspection sheet.
