Compliance requirements
The bidder will be excluded if it has tax, payment or environmental charge arrears under the Taxation Act, or tax or social security contribution arrears under the law of the bidder’s country of establishment. If arrears are found, the contracting authority may give a deadline to pay or defer the debt.
The machine-readable notice did not include any more precise exclusion grounds; these must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must show an average turnover of at least EUR 6,000,000 per year for the last 3 completed financial years before the start of the tender. Turnover must be submitted in the register form; if the bidder is not an Estonian company, it must be ready to provide a copy of the annual accounts.
The bidder must have acted as main contractor within the last 60 months before the tender start date on at least two buildings or building extensions with a closed net area of at least 3,000 m2 each. For each reference, the bidder must provide the client’s name, contract volume, client contact details and the handover date of the works (month and year).
The bidder must have a construction works project manager who is permanently present at the construction site and available to the client and site supervision. The project manager must be at least a certified civil engineer, level 7 or equivalent. The bidder must also have a site manager with at least construction manager level 6 or equivalent. The bidder must provide the certificate numbers for both the project manager and the site manager. If relying on another person’s experience, the bidder must also provide that person’s consent to rely on their experience and, where relevant, confirmation that the person will participate in the procurement.
