Compliance requirements
The bidder will be excluded if it has tax, payment or environmental charge arrears, or tax or social security contribution arrears under the laws of its country of establishment. If arrears are found, the contracting authority may grant a deadline for payment or rescheduling. The machine-readable notice did not include any more detailed exclusion grounds; the official tender documents must be checked.
Qualification criteria and exclusion grounds
The bidder’s average turnover for the last 3 completed financial years must be at least EUR 6,000,000 per year. Turnover must be submitted in the register form, and if the bidder is not an Estonian company, it must be ready to provide a copy of the annual accounts.
The bidder must have, within the last 60 months before the start date of the procurement, built as main contractor at least two buildings or building extensions with a closed net floor area of at least 3,000 m2. For each reference, the bidder must provide the client’s name, contract volume including the building area, client contact details, and the month and year of acceptance of the works.
The bidder must have a construction works project manager who is permanently present at the site and available to the contracting authority and the site supervision. The project manager must be at least a certified civil engineer, level 7 or equivalent. In addition, there must be a site manager with at least construction manager level 6 or equivalent. The certificate number of both the project manager and the site manager must be provided, together with evidence of equivalence where relevant.
The bid must include a work schedule that takes into account 10 calendar months for construction works and 1 calendar month for processing the occupancy permit documentation. Appendix 3 to the pricing table must also be completed, and the documents and confirmations needed to show bid compliance must be submitted, including the declaration of business secrets, the equivalence statement, the confirmation of bid compliance, and the subcontractor-related confirmations required by the tender documents.
