Compliance requirements

The bidder must not be subject to an exclusion ground under Section 95(1) or Section 95(4)(8) of the Public Procurement Act. If such a ground exists, the contracting authority will exclude the bidder from the procurement procedure. If the bidder relies on the capacities of another undertaking for qualification, this must be confirmed in the relevant information and, where applicable, the consent must be submitted.

Qualification criteria and exclusion grounds

The bidder must have properly performed similar design and construction contracts within the 5 years before the publication date of the contract notice. At least the following is required: design of reconstruction of water treatment technological facilities at the detailed design stage, with a contract value of at least EUR 20,000 excluding VAT, and construction or reconstruction of water treatment plant facilities or the technological process facilities of its treatment stage, including installation of new technological equipment. These works may have been carried out under one contract or under two separate contracts. The bidder must provide the contract dates, value, a short description of the work, details of the other contracting party, and, in the case of a public procurement, the reference number. The contracting authority may request proof of proper performance. If the bidder relies on the capacities of another undertaking, the relevant consent must be submitted. The team must include a project manager who personally participates in performance of the contract and who has at least one of the following qualifications: authorised water supply and sewerage engineer, level 8, with specialisation in external water supply and sewerage; certified water supply and sewerage engineer, level 7, with the same specialisation and experience in designing pressure pipelines of at least DN600 and designing water treatment plant technological equipment at least at the preliminary design stage; or certified civil engineer, level 7, with competence in construction management and the same experience. If the professional qualification was obtained in a foreign country, a certificate from the competent authority confirming equivalence must be provided.
