The subject matter expert must have higher education, sector-specific experience in alternative care, including at least 2 years of experience in the last 5 years for validating Russian-language content, prior experience in creating training content or curricula, at least 1 theoretical or practical material created in the last 3 years, Estonian as a native language or at C1 level, and Russian at C1 level for the validator of Russian-language materials. The Russian translator/editor must have experience in translating and editing social sector texts, preferably child protection texts, during the last 5 years, and a philological higher education in Russian. The Estonian language editor must have experience in editing social sector, preferably child protection, texts during the last 5 years and Estonian as a native language or at C1 level. The bid must also include the required forms: adaptation vision, adaptation matrix, description of commonalities and differences between target groups, target-group engagement and content validation plan, and schedule form.
