Compliance requirements

The machine-readable notice includes standard exclusion grounds such as participation in a criminal organisation, corruption and fraud. The bidder must confirm whether any such ground applies to the company or to its management, and if so provide the required details and any self-cleaning measures. Qualification criteria and exclusion grounds

The bidder must prove that it has completed at least one properly performed contract for training, counselling and/or support person services for adults. The contract value must be at least EUR 100,000 excluding VAT and it must have been completed within the 36 months preceding the start of the procurement. Ongoing long-term contracts may also be accepted if the required volume has already been completed. If the experience comes from framework agreement work, it may be demonstrated through orders or projects concluded and completed under the framework agreement. For the reference, the bidder must provide the value, dates, other contracting parties and contact details, including telephone number and email address. The bid must also include the form in Annex 2, the form in Annex 3, where applicable the power of attorney under Annex 4, the joint bidders' authorisation under Annex 5, the CVs of the project manager and trainers under Annex 6, and the bid description under Annex 7. The team must include a project manager with higher education, Estonian language skills at native level or at least C1 level, and at least 24 months of project management experience in organising training for adults during the last 48 months. In addition, the team must include at least two English-language thematic module trainers and at least two Russian-language thematic module trainers. Each trainer must have higher education in the humanities or social sciences, Estonian language skills at least at B2 level, language skills in the relevant language at least at B2 level, at least 12 months of prior experience working with new immigrants or beneficiaries of international protection, and at least 24 months of adult training experience during the last 48 months. The bid must comply with the tender documents; alternative solutions and conditional bids are not allowed.
