Compliance requirements
The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, procurators or other authorised representatives have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning where this is allowed. The bidder must also confirm that it will not use a subcontractor in contract performance who would have to be replaced under Section 122(7) of the Estonian Public Procurement Act.
Qualification criteria and exclusion grounds
The bidder’s net turnover for each of the last three completed financial years before the start of the procurement must be at least EUR 70,000 per year. The bidder must confirm compliance with the turnover requirement in the ESPD, and the contracting authority may request an extract from the last three annual reports or other proof. As for technical and professional capacity, the bidder must have properly performed, as main contractor, at least one similar construction supervision service contract within the last 36 months for a building or building complex with a closed net area of at least 650 m², which is a heritage monument or was carried out under a project complying with special heritage conservation requirements. The supervision must have covered at least the construction or reconstruction of the building interior and, where applicable, the installation of a central mechanical ventilation system with heat recovery, building automation, electrical systems and low-voltage systems. The bid must include the reference contract details and, on request, additional explanations or documents. The bid must also include the CV of the owner’s supervision responsible specialist directly involved in performance and, if necessary, that specialist’s confirmation of participation. The owner’s supervision responsible specialist must have at least level 7 certified engineer qualification in owner’s supervision or an equivalent qualification, at least 5 years of work experience, and experience in leading owner’s supervision for at least one building or building complex with a closed net area of over 650 m² within the last three years. The heritage protection responsible specialist must hold a Heritage Board competence certificate for the work type “heritage supervision” or a level 7 architectural heritage specialist qualification with the relevant competence, at least 5 years of experience in heritage construction supervision, and experience as the responsible heritage specialist for at least one similar building within the last 36 months. The bid must also confirm compliance with all tender document requirements and that the bidder is not the author of the construction project on which the procurement is based.
