Compliance requirements
The tender documents include the standard exclusion grounds, especially convictions for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and other mandatory exclusion grounds under the Public Procurement Act. If an exclusion ground applies, the bidder may submit evidence of self-cleaning where allowed. The machine-readable notice does not provide any more detailed exclusion requirements beyond these grounds, so the official tender documents should be checked.
Qualification criteria and exclusion grounds
To qualify, the bidder must have at least one sales outlet for landscaping materials in Tartu or within 20 km of the border of Tartu city, open on all working days for at least 6 hours per day. The bidder must enter the outlet details in the ESPD and, if requested, provide copies of documents proving that the outlet is available for use. The bidder may also provide information about other sales outlets voluntarily. The bid must comply with the tender documents and the goods must match the description in Annex 1. The bidder must also submit the joint-bid authorisation if the bid is submitted jointly, the declaration form required by Annex 3, Form II, and the price offer in the structure required by the tender documents.
