Compliance requirements
The bidder and its representatives are subject to the usual exclusion grounds, including participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour and other forms of human trafficking, fraud, and the other grounds listed in the ESPD. If a ground applies, the bidder may submit evidence of self-cleaning or restored reliability where permitted. For subcontractors, similar confirmations are required at contract performance stage for first-tier subcontractors. The exact exclusion grounds and proof requirements must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must be registered in the business register of its country of establishment; for an Estonian bidder this means the Commercial Register. An average annual turnover of at least EUR 200,000 is required for the period 1 January 2024 to 31 December 2025. As technical and professional capacity, the bidder or the consortium as a whole must have at least two main-contractor references from the last 60 months for construction works completed on a building with a net floor area of at least 500 m2, such as an entertainment, educational, healthcare, welfare, medical or commercial building, or an extension to such a building. The bidder must have an MTR or equivalent register entry for construction, covering general building works and in-building or building-related water supply and sewerage systems, as well as design for the same type of systems. The tender must comply with the procurement documents; conditional tenders are not allowed; in a joint tender, a power of attorney must be included; and where relevant, equivalence must be explained and supporting evidence added.
