Compliance requirements
The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, procurators or other authorised representatives have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, money laundering, terrorist financing, child labour, human trafficking or any other exclusion ground mentioned in the notice. If an exclusion ground applies, the bidder may in certain cases submit evidence of self-cleaning measures to restore reliability. The machine-readable notice did not set out all exclusion grounds in full; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
To submit a tender, the bidder must complete the ESPD and provide the required documents. According to the compliance requirements, the bidder must submit the completed participation application, the completed tender form, technical information material, and for each offered product the manufacturer’s declaration of conformity, instructions for use, package labelling and, where applicable, the EC certificate. In the case of a joint tender, a power of attorney from the joint bidders must be attached. The bidder must confirm that the tender complies with the procurement documents, that equivalence has been explained where necessary, and that samples have been submitted in accordance with the technical specification. The tender price must be entered in the prescribed pricing form. In addition, the bidder must confirm that subcontractors or suppliers representing more than 10% of the contract value are not citizens, residents or entities established in the Russian Federation, or entities controlled by them, and that the offered goods are not subject to international sanctions and do not originate from sanctioned areas. For award criterion no. 2, the bidder must provide a publicly accessible website address proving a climate and environmental impact reduction objective.
