Compliance requirements
The bidder must confirm the standard exclusion grounds, including no final convictions for participation in a criminal organisation, corruption, fraud and the other mandatory grounds listed in the tender-pass. If an exclusion ground exists, the bidder may describe self-cleaning measures where allowed. The notice also requires confirmation that the bidder will not use subcontractors or suppliers subject to the Russia-related sanctions restrictions above 10% of the contract value, and that the offered goods are not subject to international sanctions and do not originate from sanctioned areas.
Qualification criteria and exclusion grounds
The machine-readable notice did not include precise qualification or suitability requirements beyond the general tender-pass information. The bidder must check the official tender documents for any financial capacity, technical capacity, experience, team, certificates, forms or other qualification requirements. The notice also states that the bidder must confirm compliance with the tender documents, submit the required participation application, technical offer form, technical information, product conformity declarations, instructions for use, packaging labels and, where applicable, EC certificate, and provide samples according to the technical description.
