Compliance requirements
The bidder must confirm the standard exclusion grounds: participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour and other forms of human trafficking, and the other criminal exclusion grounds set out in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning where permitted. The machine-readable notice did not set out all exclusion grounds in full; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must prove previous experience: within the last three years, it must have properly performed at least one contract for installing the wearing course of a city street with a volume of 4,500 m2, or at least two such contracts with a volume of 3,500 m2 each. The bid must include the contract subject, procurement reference number, client details, contact details, the volume of asphalt works and the period of performance, and, if requested by the contracting authority, client confirmation letters. The bidder must have an MTR economic activity notice for construction, subcategory road. The bid must also include proof of the EUR 2,000 bid security and the confirmations required in the tender documents regarding joint bidding, subcontractors, sanctions and business secrets.
