Compliance requirements
The bidder must confirm that neither the bidder nor the members of its management, administrative or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud or any other exclusion ground stated in the contract notice. If an exclusion ground applies, the bidder may submit evidence of self-cleaning where this is allowed. The bidder must also confirm payment of taxes and social security contributions and provide the relevant evidence or electronic access details if required.
Qualification criteria and exclusion grounds
The machine-readable notice did not include precise selection or suitability criteria; these must be checked in the tender documents. As regards compliance, the bidder must confirm that the tender complies with all conditions set out in the procurement documents, that conditional tenders are not allowed, and that the offered van complies with the technical specification. A correctly completed technical compliance table must be submitted, together with the make, model, technical parameters and a full list of equipment for the offered vehicle, in sufficient detail for the contracting authority to assess compliance.
