Compliance requirements

The exclusion grounds cover the usual criminal convictions and sanctions-related declarations. The bidder must confirm that neither it nor the members of its management, representation or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorism-related offences or any other exclusion grounds listed in the procurement documents. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. Compliance with the EU Council sanctions-related ownership and control requirements must also be confirmed.

Qualification criteria and exclusion grounds

The bidder must have experience of organising Estonian as a foreign/second language teaching services for adults under at least one properly performed contract completed within the 36 months before the start of the procurement. The contract dates, value, other contracting parties, contact details and, where applicable, the procurement reference number must be provided. The bidder’s team must include a project manager with higher education, Estonian at native level or at least C1 level, and at least 24 months of project management experience within the last 5 years. The team must include at least 5 teachers; each teacher must have a suitable teaching qualification or a bachelor’s/master’s degree in philology, humanities or education sciences, plus at least one supplementary training course supporting Estonian language teaching completed within the last 10 years. At least 80% of the teachers must have at least 12 months of experience teaching Estonian to adults within the last 10 years. The bid must include CVs and supporting documents for the project manager and teachers, as well as the addresses of the training premises and, where relevant, documents proving the right to use the premises or an owner’s confirmation letter. The bidder must hold a valid activity licence for providing Estonian language training at A2 and B1 level throughout contract performance.
