Compliance requirements

The bidder must confirm that none of the exclusion grounds under Section 95(1)(1)–(5) of the Public Procurement Act apply. These include convictions related to organised crime, corruption, fraud, terrorism, money laundering or terrorist financing; unlawful employment of foreigners or payment below the statutory wage; child labour or human trafficking; tax, environmental charge or social security contribution arrears; and situations where awarding the contract would breach an international sanction or a sanction of the Government of the Republic.

Qualification criteria and exclusion grounds

The bidder or its subcontractor must have completed at least one or more contracts similar to the subject of the procurement, i.e. contracts for installation or upgrading of security equipment, within the 36 months before the start of the procurement. The bidder must submit the completed form 'List of contracts' with information on the scope of the contracts, the year of conclusion, and the names, phone numbers and email addresses of the clients. The works must be carried out by qualified responsible persons. At minimum, there must be a person managing electrical works with a professional certificate 'Electrical Engineer, level 6' and/or B-class competence, and a responsible specialist for security systems with a professional certificate 'Security Systems Technician, level 4' or equivalent or better competence. The bidder must submit the list of these persons on the form 'List of responsible specialists' and copies of documents proving their qualifications and competence. A foreign bidder may submit equivalent documents issued under the law of its country of establishment and a confirmation that within one month after signing the contract it will submit the confirmation issued by the Consumer Protection and Technical Regulatory Authority regarding the above-mentioned responsible person's qualification and competence.
