Compliance requirements

The contracting authority will exclude a bidder if a ground for exclusion exists under Section 95(1) and Section 95(4)(8) of the Public Procurement Act. The bidder must confirm whether such a ground for exclusion exists.

Qualification criteria and exclusion grounds

The bidder must involve a responsible specialist who will personally participate in contract performance: a certified water supply and sewerage engineer, level 7 or equivalent, with specialisation in external water supply and sewerage design. The bidder must provide the specialist’s professional qualification details and certificate number; if the qualification was obtained abroad, a certificate from the competent authority confirming recognition of the foreign qualification must also be provided. The bidder must have properly performed at least two contracts in the 36 months preceding publication of the contract notice, each covering the design of concrete structures and technological pipelines for water reservoirs at least at preliminary design stage. Each contract must have had a value of at least EUR 30,000 excluding VAT. The bidder must provide the contract dates, value, a brief description of the work performed and the other party’s details (client name, email address, telephone number); in the case of a public procurement, the reference number must also be shown. The contracting authority may request proof of proper performance. If the bidder relies on the resources of another undertaking to meet the selection criteria, the relevant consent document must be submitted.
