Compliance requirements
The bidder must confirm that neither it nor its management or supervisory body members have been convicted within the last five years for participation in a criminal organisation, corruption, fraud, or any other exclusion ground listed in the tender. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not include precise exclusion grounds; these must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have properly performed at least one similar contract within the 48 months before the start of the procurement, where the subject was an NG eCall solution and it was used in at least one legal entity’s emergency system. A list of contracts must be submitted with the contract and performance dates, value, and details of the other contracting party. The tender must remain valid for 4 months. The bidder must have the manufacturer’s right to sell the contract subject and provide product support in the Republic of Estonia, and must submit proof or a web reference. If representation rights are granted through a cooperation partner, both the manufacturer’s confirmation and the cooperation partner’s confirmation of cooperation must be provided. The bid must comply with the procurement documents and, where necessary, equivalence must be explained and supporting evidence attached. The bidder must also provide the company and signatory details needed for contract conclusion, as well as the contact person details for contract performance.
