The bidder must confirm that neither it nor the persons linked to its representation have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, or any other exclusion ground listed in the tender documents. Where relevant, the bidder must provide the date of conviction, the exclusion period, and any self-cleaning measures taken to restore reliability. The contracting authority may also check persons whose power of representation is not shown in the business register. The bidder must also confirm compliance with sanctions-related requirements: subcontractors or suppliers linked to the Russian Federation may not be used for more than 10% of the contract value, and the offered goods must not be subject to international sanctions or originate from sanctioned areas.

The bidder must have properly performed at least one similar contract within the 48 months before the start of the procurement, where the subject was an NG eCall solution and it was used in at least one legal entity’s emergency system. A list of contracts must be submitted with the contract dates, value, and details of the other contracting party. The bidder must have the manufacturer’s right to sell the contract subject and provide product support in the territory of the Republic of Estonia; this may be proven by a document or web reference from the manufacturer or a cooperation partner. If representation rights are proven through a cooperation partner, both the manufacturer’s confirmation of the partner’s right and the partner’s confirmation of cooperation with the bidder must be provided. The bid must comply with the procurement documents, be unconditional, and remain valid for 4 months. In the case of a joint bid, a power of attorney for the joint bidders must be attached. If successful, the bidder must provide the company and signatory details needed for the contract, as well as the contract performance contact person and bank account number.
