Purchase of a maintenance tractor

The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences or offences related to terrorist activity, money laundering or terrorist financing. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice included these grounds, but any precise additional conditions should be checked in the tender documents.

The bidder must be registered in the commercial register or the equivalent register in its country of establishment. For this supply contract, the bidder must have properly performed at least three contracts similar to the subject of the tender, i.e. vehicle or tractor leasing service contracts, within the 36 months preceding the start of the procurement, each with a value of at least EUR 20,000 excluding VAT. A contract is considered performed when the leased item has been delivered to and accepted by the client. The bidder must provide in the ESPD the value, dates and other contracting parties for those contracts, and the procurement reference number if the reference is a completed public procurement contract. In the compliance tender, the bidder must submit the technical specifications of the offered tractor according to the manufacturer’s official data and a free-form description that allows the contracting authority to assess compliance with the tender documents. In the case of a joint tender, a power of attorney from the joint bidders must be included. The machine-readable notice did not include any other precise qualification or compliance requirements; these should be checked in the tender documents.
