Compliance requirements
The bidder must confirm the standard exclusion grounds, including that neither the bidder nor members of its management, administrative or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences or other offences related to terrorist activity. The bidder must also confirm that it is not linked to persons or areas subject to international sanctions and that subcontractors or suppliers linked to the Russian Federation do not account for more than 10% of the contract value. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted.
Qualification criteria and exclusion grounds
The bidder must have performed at least 3 equivalent contracts in the last 36 months, covering video conferencing, audio or presentation equipment. The bidder must provide information on the contract values, dates and other contracting parties; for a public procurement contract, the procurement reference number must also be stated. If the goods were sold under a framework agreement, qualification may be demonstrated through contracts or orders concluded and performed under that framework agreement. The bid must comply with Annex 2, the technical specification, and the bidder must state the manufacturer, model and product code for each item. The bidder must have manufacturer authorisation to sell the products; if this is not shown on the manufacturer’s website, a valid manufacturer-issued certificate not older than 12 months must be provided. In the case of a joint bid, an authorised representative must be appointed. The bid must also include the required confirmations and evidence on equivalence, as well as the contact and signature details needed for contract award.
