The bidder must confirm that neither the bidder nor the members of its management bodies have been convicted within the last five years for participation in a criminal organisation, corruption or fraud. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures taken to restore reliability. The machine-readable notice also contained other standard exclusion grounds, but the exact list must be checked in the tender documents.

The bidder must submit completed Appendix 1 – shopping basket. In the case of a joint tender, a power of attorney from the joint bidders must be attached. The tender must comply with all conditions set out in the procurement documents, and conditional tenders are not allowed. If an equivalent solution is offered, it must be explained and evidence of equivalence must be provided if necessary. The bidder must confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned areas. The bidder must also have an Estonian-language sales support phone number for contract performance, available on weekdays from 10:00 to 16:00 for the entire term of the framework agreement. The rental price for the equipment must include transport, installation, setup and removal; the delivery location will be specified in the order or mini-competition. The warranty period for goods sold must be at least 12 months from handover.
