The contracting authority may exclude tenderers originating from third countries. Third countries are those that are not EU member states, EEA agreement countries, WTO GPA countries, or countries with which the EU has not concluded a reciprocal free trade agreement covering public procurement. The machine-readable notice did not include any other precise exclusion grounds; these must be checked in the official tender documents.

The tenderer’s annual sales revenue for each of the last 3 financial years must be at least EUR 400,000. If the tenderer is not an Estonian company, it must be ready to provide signed copies of its annual financial statements or similar documents as proof.
