The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, procurists or other authorised representatives have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud and other exclusion grounds listed in the ESPD, or that any exclusion period stated in the conviction no longer applies. If an exclusion ground exists, the bidder may submit evidence of self-cleaning measures. The ESPD also includes declarations on payment of taxes and social security contributions and, where relevant, answers on whether the information is electronically available.

The machine-readable notice did not include precise selection or suitability criteria; these must be checked in the tender documents. The ESPD does, however, set out exclusion grounds and bidder declarations, including grounds related to participation in a criminal organisation, corruption and other criminal exclusion grounds. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures to restore reliability. It should also be checked for which lots the bid is submitted, as bids may be submitted for up to two lots and a contract may also be awarded to one bidder for up to two lots.
