Compliance requirements
The machine-readable notice contained the standard exclusion grounds for criminal organisation, corruption and fraud. Qualification criteria and exclusion grounds
The machine-readable notice did not include precise qualification, suitability or compliance criteria; these must be checked in the official tender documents. The compliance section states that the tender must comply with the tender documents, conditional tenders are not allowed, the tender price must be submitted in the required structure, and the bidder must provide the authorised signatory’s details and the contract performance contact person’s details. It also includes a sanctions-related confirmation that subcontractors and suppliers representing more than 10% of the contract value must not be Russian nationals, residents, or entities established in the Russian Federation, nor entities more than 50% owned by them or acting on their instructions.
