Compliance requirements

The contracting authority excludes tenderers originating from third countries. In practice, the bidder must confirm that it is not from a third country and state its country of origin. Third countries are countries that are not EU member states, EEA agreement countries or WTO GPA countries, and also countries with which the EU has not concluded a reciprocal free trade agreement covering public procurement.

Qualification criteria and exclusion grounds

The tenderer’s average annual sales revenue over the last 3 financial years must be at least EUR 6,200,000. If the tenderer is not an Estonian company, it must be ready to provide signed copies of its annual financial statements or similar evidence. The tenderer, or in the case of a joint tender the member designated as the main contractor, must have successfully completed at least one contract as main contractor for the supply, installation and commissioning of a flue gas condenser for a biomass CHP boiler with a capacity of at least 35 MWth within the last 60 months before the start of the procurement procedure. The reference must state the customer’s name, contract scope, flue gas condenser type and capacity, scope of works performed, the date of acceptance of the works to the month and year, and the customer representative’s contact details. If the tenderer relies on another entity’s technical or professional capacity, that entity must perform the works or services to which the relevant experience or capacity relates.
