Compliance requirements
Tenderers originating from third countries are excluded. The tenderer must state the country of origin, meaning the country where the company is registered. Third countries are those that are not EU Member States, EEA countries, parties to the WTO Government Procurement Agreement, or countries with which the EU has a reciprocal free trade agreement covering public procurement.
Qualification criteria and exclusion grounds
The tenderer’s annual sales revenue for each of the last 3 financial years must be at least EUR 5,000,000 per year. If the tenderer is not an Estonian company, it must be ready to provide signed copies of its financial statements or similar documents as proof. The tenderer must also have delivered at least one complete sponge-cake production line to clients within the last 60 months before the start of the procurement. The delivered line must include batter and cream preparation, depositing/extrusion, cutting and decorating. The tender must state the client’s name and contact details, a short description of the delivered line, and the month and year of acceptance.
