Compliance requirements

The bidder must confirm that neither it nor its management or authorised representatives have been finally convicted in the last five years for participation in a criminal organisation, corruption, or any other exclusion grounds listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not set out all exclusion grounds in full; the remaining grounds must be checked in the tender documents.

Qualification criteria and exclusion grounds

For lot 1, the bidder must have completed at least one sales contract for learning simulators within the 36 months before the start of the procurement. For lot 2, the bidder must have completed at least two sales contracts for electrical or electronic laboratory or training workstations within the same period. In both cases, the contract must have been performed properly and in accordance with good practice; upon request, confirmation from the other contracting party must be provided. When submitting the tender, the bidder must provide confirmation by a legal or authorised representative, a joint tender power of attorney if applicable, bidder declarations, the price offer, and technical data for the offered goods. The tender must comply with the procurement documents and, where necessary, evidence of equivalence must be attached. Goods that are subject to international sanctions or originate from sanctioned areas are not allowed.
