Compliance requirements

The bidder and its management body members must not have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences or other exclusion grounds stated in the procurement documents. If such a ground exists, the bidder may submit evidence of self-cleaning measures where permitted. The bidder must also confirm that the bid complies with the procurement documents and that no conditional bid is submitted. In the case of a joint bid, an authorised representative must be appointed. For contract performance, subcontractors or suppliers linked to the Russian Federation may not account for more than 10% of the contract value.

Qualification criteria and exclusion grounds

The bidder’s net turnover in the field of information system development for the last completed financial year before the start of the procurement must be at least EUR 250,000 per year, and at least EUR 750,000 in total over three years, in the field of information system development (EMTAK 62011 or equivalent). The bidder must have properly performed at least three software development contracts during the 36 months before the start of the procurement, each with a contract value of at least EUR 180,000 excluding VAT; ongoing contracts may also be counted if work worth at least EUR 180,000 has been performed and accepted by the client during the last 36 months. For at least three reference contracts, the bidder must provide the contract description, value, period, client name, contact person’s name, email and telephone number. The team must cover project management, analysis, user experience design, user interface design, frontend development, backend development and testing competences; one person may perform several roles, but the developer and tester roles may not be performed by the same person. The bidder must submit the client-prepared team CV form and a project plan covering schedule, methodology, cooperation approach and risk analysis. The bid price must be presented according to the required structure, and the bidder must confirm that the bid complies with the procurement documents.
