Compliance requirements

The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, procurators or other authorised representatives have been convicted within the last five years for participation in a criminal organisation, corruption, fraud and the other exclusion grounds listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The exact exclusion grounds and any evidence requirements must be checked in the tender documents.

Qualification criteria and exclusion grounds

The bidder’s net turnover for each of the last three financial years must be at least EUR 400,000. Within the 36 months preceding the start of the procurement, the bidder must have completed at least two data communication service contracts, each with a value of at least EUR 100,000 excluding VAT. If experience is demonstrated through a framework agreement, completed call-off contracts are taken into account. The bidder must provide in the ESPD a confirmation that the turnover and reference requirements are met, and on request submit annual accounts, a list of completed contracts and confirmations from the clients. The tender must also include a service description covering the technical architecture, the exact names and technical data of the equipment to be used, the team description, support contact details and the service launch project plan. In the case of a joint tender, a joint bidders’ power of attorney must be submitted. The tender must comply with the tender documents, be unconditional, and include the required cost schedule and other required evidence.
