Compliance requirements
Mandatory exclusion grounds include final convictions within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and child labour or other forms of human trafficking. If an exclusion ground applies, the bidder may provide evidence of self-cleaning measures. The notice also states that the bidder must check the official tender documents for the exact details and any additional grounds.
Qualification criteria and exclusion grounds
The bidder’s team must include an architect at level 6, a tree assessor at level 5, and a certified electrical engineer at level 7 with competence in construction, operation and supervision and in the design of electrical installations, or an equivalent qualification, or a B-class competence certificate. One person may cover more than one role if the competence requirements are met. The bidder must keep the required team in place for the whole contract period. The tender documents require the name, qualification and professional certificate number of each competent person. On request, copies of the responsible persons’ professional certificates, education documents and consent letters must be submitted. If the bidder relies on another company’s resources to meet the qualification requirements, the bidder must also submit the ESPD for that company.
