Compliance requirements

The bidder must not have tax debt, environmental charge debt, or social security contribution debt under the laws of its country of establishment. The bidder must confirm this.

Qualification criteria and exclusion grounds

The bidder must involve an electrical works supervisor with a valid professional qualification of at least ‘Diplomeeritud elektriinsener, level 7’ or an equivalent qualification, or Class A electrical competence or equivalent competence. If the person did not obtain the qualification in Estonia, a copy of the certificate issued in the relevant country must be submitted. If the bidder relies on the resources of another undertaking, the other undertaking’s consent must be attached and, where applicable, subcontractor details must be provided. In the case of a joint bid, information on the size and nature of each joint bidder’s share of the contract must also be included. The bid must comply with the procurement documents, be submitted in the required structure, and include the technical description of the insulators with model designation and manufacturer name.
