Compliance requirements
The bidder must confirm that none of the exclusion grounds listed in Section 95(1) points 1–5 of the Public Procurement Act apply. These include, among other things, convictions for criminal offences, labour-law violations related to foreign workers, illegal use of child labour or human trafficking, tax or social security contribution arrears, and the status of being subject to an international sanction.
It must also be confirmed that the company does not breach any contracting authority restriction on submitting a bid or application, if such a residence- or establishment-based restriction is set out in the tender documents.
Qualification criteria and exclusion grounds
The bidder must be registered in the business register or another similar register of its country of establishment, if required by the laws of that country. For bidders registered in Estonia, the contracting authority checks the data itself.
The bidder or the manufacturer it represents must have produced and marketed similar products for the last three years. To prove this, a list of the more significant rail, turnout and turnout component supply contracts carried out during the last three financial years must be submitted, showing quantities and customers.
It must be confirmed that the bid complies with the conditions set out in the tender documents. In addition, documents confirming the offered product must be submitted: quality certificates, product passports, installation instructions, and information on service life and conditions of use.
The bidder must submit at least 10 samples for incoming inspection to Malmi 8, Jõhvi city, 41537 Ida-Viru County by the time the bid is submitted. The samples will be tested in a working cycle and will not be returned.
The bidder must confirm that it agrees to conclude the framework agreement without specific quantities. The maximum value of the framework agreement is EUR 400,000 and ordering will take place quarterly as needed. The bidder must also confirm that the first batch will be delivered no later than 15 July 2026 and that the first batch quantity is 40,000 units.
