Compliance requirements
The exclusion grounds include at least participation in a criminal organisation, corruption and fraud. For these, the bidder must provide a yes/no answer and, where relevant, the date of conviction, the reason, details of the convicted person, the exclusion period and information on self-cleaning measures. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not include precise other exclusion grounds; these must be checked in the procurement documents.
Qualification criteria and exclusion grounds
The bidder’s specialist must have higher education and at least 5 years of work experience in counselling or training in the psychology or social field. Copies of the specialist’s education certificate and CV must be submitted. Suitable premises for service delivery must be available in Tallinn in a location that is easily accessible by public transport; the address of the premises and confirmation that they meet the requirements must be provided. The bidder must confirm that the tender complies with the procurement documents, and if an equivalent solution is offered, evidence of equivalence must be attached. In the case of a joint tender, a power of attorney from the joint bidders must be included. The tender price must be stated in euros with two decimal places and must cover all costs described in the tender documents.
