Compliance requirements
The bidder must confirm that neither it nor its management, administrative or supervisory body members have been convicted within the last five years for participation in a criminal organisation, corruption or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures, where permitted. The exact exclusion grounds are set out in the ESPD and should be checked in the tender documents if needed.
Qualification criteria and exclusion grounds
The bidder must have completed at least 1 project involving the construction or reconstruction of a publicly used hard-surfaced road within the last 36 months. For one lot, the project value must be at least EUR 700,000 excluding VAT. If a bid is submitted for both lots, at least one project must have a value of at least EUR 1,000,000 excluding VAT. In that project, the bidder must have participated for at least five consecutive months during the works as a supervision project manager, site manager or road supervision engineer for supervision, construction or reconstruction works. The ESPD must include a list of completed contracts with information on the time of performance, the road project value and the client. The successful bidder must provide, on the contracting authority’s request, a confirmation from the client that the contract was performed properly and on time.
