Compliance requirements

The bidder must confirm the mandatory exclusion grounds in the tender documents, including convictions for participation in a criminal organisation, corruption and fraud. The machine-readable notice did not include the full list of exclusion grounds, so the exact requirements and any self-cleaning or evidence rules must be checked in the official tender documents.

Qualification criteria and exclusion grounds

The bidder must have completed at least one design contract for a publicly accessible road or street within the last 36 months. The design area of that contract must have been at least 4,000 m2 and its value at least EUR 75,000 excluding VAT. The bidder must provide the contract description, value, period, client contact details and, if requested, a client confirmation that the contract was performed properly. The confirmation letter does not need to be submitted if the client is Tartu City Government. The contract performance must involve a person responsible for road design, a person responsible for the landscape architecture part, and a person responsible for the water supply and sewerage part. The minimum requirements are: a certified road engineer, level 7, with the sub-speciality of road construction design; an authorised landscape architect, level 7; and an authorised water supply and sewerage engineer, level 7. CVs must be submitted for these responsible persons together with their professional qualification and reference projects from the last three years, and each responsible person must have participated in at least 2 contracts as a responsible person. The bid must comply with the procurement documents and, where necessary, an equivalence explanation and evidence must be attached. The bidder must also submit the bid price according to the cost schedule and use the required bid form.
